The U.S. Consumer Product Safety Commission (Commission or CPSC) is reviewing its regulations to reduce regulatory burdens and costs. Pursuant to this review, CPSC has identified several obsolete or unnecessary provisions that are being removed or amended in this direct final rule. The changes in this rule will not affect consumer safety.
The U.S. Consumer Product Safety Commission (Commission or CPSC) is reviewing its regulations to reduce regulatory burdens and costs. Pursuant to this review, CPSC has identified two rules concerning infant bouncer seats and stationary activity centers that are now obsolete because those products are subject to newer, more comprehensive mandatory safety standards issued by the Commission. This direct final rule removes the obsolete provisions to eliminate unnecessary duplication and improves regulatory clarity for manufacturers, testing laboratories, regulators, and the public. This action does not eliminate or reduce any mandatory federal safety standard applicable to infant bouncer seats or stationary activity centers. Both product categories will remain subject to the Commission's mandatory safety standards.
The U.S. Consumer Product Safety Commission (CPSC) issues this notice of proposed rulemaking (NPR) to address the unreasonable risk of death and injury associated with lithium-ion batteries used in micromobility products due to hazards such as thermal runaway of lithium cells, which can lead to fires, explosions, gas releases, burns, overheating, and smoke inhalation. The NPR proposes that electrical systems using lithium-ion batteries in micromobility products comply with applicable voluntary standards, with modifications. Because some micromobility products are children's products requiring third party testing, the NPR also proposes to add this rule to the list of rules that require such testing.
The Office of Management and Budget (OMB) proposes to revise the Guidance for Federal Financial Assistance to improve government- wide policies and requirements related to the management of grants, cooperative agreements, and other forms of assistance. OMB is proposing revisions that would improve transparency, accountability, and oversight for Federal awards across the Federal Government. This includes ensuring that American tax dollars are not wasted or misused, activities performed under Federal awards are consistent with law and policy, and recipients are held accountable when they fail to meet relevant standards. The revisions also aim to ensure that basic American principles of equality and equal opportunity are upheld throughout all stages of the award making process and that unlawful discrimination is no longer permitted. Proposed changes also include providing further clarification on the regulatory status of the OMB requirements and on the process for future updates to the government- wide requirements. Finally, OMB also proposes changes to reduce recipient burden. The listed Federal grant-making agencies propose conforming changes to their respective adopting regulations, or, in the case of some agencies and other entities, establishing new adopting regulations or policies. The proposed changes reflect the administration's commitment to transparency, accountability, and proper oversight for the Federal grantmaking process. The proposed regulations seek to ensure that American tax dollars are ultimately used to serve the needs of the American public.

ASTM has now issued a revised standard, ASTM F1821-26. Consistent with the CPSIA, this direct final rule updates the mandatory standard to incorporate by reference ASTM's 2026 version of the voluntary standard.

This document corrects the preamble to a final rule published in the Federal Register on December 15, 2025, regarding requirements for neck floats under CPSC's mandatory toy safety standard. This correction addresses errors and revises text to provide clear instructions to the public to access voluntary standards that are incorporated by reference.
Section 106(a) of the Consumer Product Safety Improvement Act of 2008 (CPSIA) mandates that ASTM F963 shall be a mandatory toy safety standard. ASTM F963-23, however, does not establish specific performance requirements for aquatic toys, such as neck floats. The U.S. Consumer Product Safety Commission (CPSC or Commission) is issuing this final rule establishing additional performance requirements specifically for neck floats and revised labeling requirements for neck floats to address fatal hazards associated with neck floats. The Commission is also amending CPSC's list of notice of requirements (NORs) to include neck floats.

The U.S. Consumer Product Safety Commission (Commission or CPSC) is formally withdrawing certain notices of proposed rulemaking issued between October 2009 and July 2024. The Commission does not intend to issue final rules with respect to these proposals. If the Commission decides to pursue future regulatory action in any of these areas, it will issue a new proposed rule.
On January 8, 2025, in consultation with U.S. Customs and Border Protection (CBP), the U.S. Consumer Product Safety Commission (Commission or CPSC) issued a final rule to revise the agency's regulation for Certificates of Compliance (certificates). The final rule contained two "effective dates" for products subject to the final rule based on how products were manufactured or imported into the United States. CPSC is making a technical correction to the DATES section of the final rule because the Office of the Federal Register requires one "effective date." The corrected final rule will contain one "effective date" for the final rule and two "applicability dates" based on how products are manufactured or imported into the United States. This technical correction has no substantive effect on the dates by which products subject to the final rule must be in compliance.
The Consumer Product Safety Commission is withdrawing its proposed rule to amend its regulations to require disclosure of relevant interests by persons seeking to make oral presentations, participate in adjudicative proceedings, or submit petitions for rulemaking to the Commission because the Commission has not taken any action on this proposed rule since it was published in September 2023.
The U.S. Consumer Product Safety Commission (CPSC or Commission) is withdrawing its proposed rule to amend section 6(b) of the Consumer Product Safety Act, 16 CFR part 1101 (6(b) Regulation). On February 26, 2014, the Commission issued a notice of proposed rulemaking in this matter (79 FR 10712). On February 17, 2023, the Commission issued a supplemental notice of proposed rulemaking (88 FR 10432). The Commission has not taken any action on this rule since it was published in February 2023.

In consultation with U.S. Customs and Border Protection (CBP), the U.S. Consumer Product Safety Commission (Commission or CPSC) issues this final rule (the Final Rule) to revise the agency's regulation for Certificates of Compliance (certificates). The Final Rule aligns CPSC's current certificates rule with other CPSC rules on testing and certification, and implements, for importation of products and substances regulated by CPSC, electronic filing of certificates (eFiling) with CBP.
