This proposal would advance the United States' leadership in next-generation aviation by replacing the longstanding prohibition on civil supersonic flight over land with a modern, performance-based regulatory framework. Consistent with national policy set forth by the Executive Order of June 6, 2025, Leading the World in Supersonic Flight, this action would enable the safe, efficient, and commercially viable operation of civil supersonic aircraft in the United States. Current regulations prohibit flight operations of civil aircraft at a true flight Mach number greater than 1 in the U.S., except under the conditions and limitations of an operation-specific authorization from the Administrator, to protect the public from sonic boom. FAA has determined the general ban on civil supersonic flight is outdated and no longer appropriate due to advancements in technology, flight techniques that prevent sonic booms from reaching the surface, and increased interest in civil supersonic flight. FAA proposes to repeal this outdated and unnecessary prohibition and establish a corresponding interim noise-based certification standard to allow supersonic flights without an operation-specific special authorization clearing the way for next-generation supersonic flight. This rule removes regulatory barriers, provides clear pathways for testing and early commercial operations, and positions the United States to serve as the leader in setting global standards for supersonic flight. These actions will ensure that the United States leads the world in the safe, lawful, and rapid development and deployment of next-generation supersonic aviation.

FAA proposes to amend the regulations for certificated mechanics by replacing the inspection authorization with an inspection rating on a mechanic's certificate, similar to the existing airframe and powerplant ratings. The inspection rating would carry the same privileges and limitations as the inspection authorization but would not require renewal or have an expiration date, consistent with the other mechanic ratings. Since the FAA issued AD 2020- 05-01, RRD published updated service material introducing improved HPT blades and a combustion rear inner casing bypass case assembly, adding an acceptable method for installation of HPT blades, expanding the inspection area for BSIs of the HPT blade, adding limits for axial cracks of the HPT blades, reducing certain BSI thresholds, and removing a certain HPT blade life-limit. The FAA is adopting a new airworthiness directive (AD) for all H[eacute]licopt[egrave]res Guimbal (HG) Model Cabri G2 helicopters. The FAA previously sent this AD as an emergency AD to all known U.S. owners and operators of these helicopters. This AD was prompted by a report that was received of a crack on the main rotor (MR) mast after the crew reported an abnormal increase of vibration. This AD requires inspecting the MR mast for cracks and corrosion pitting, and depending on the results of the inspection, accomplishing corrective actions. This AD also requires modifying the MR mast, which includes applying corrosion protection to the MR mast, reporting the inspection results and prohibiting the installation of a certain main gear box (MGB), unless certain requirements are met. The FAA proposes to supersede Airworthiness Directive (AD) 2025-04-05, which applies to all Airbus SAS Model A330-841 and -941 airplanes. AD 2025-04-05 requires a revision of the existing airplane flight manual (AFM) and removal of the previously required limitations; a revision of the existing minimum equipment list (MEL); one-time or repetitive seal integrity tests of each engine bleed air system (EBAS) high pressure valve (HPV); additional maintenance instructions and corrective actions; and repetitive replacement of affected HPV clips; as applicable. AD 2025-04-05 also limits the installation of affected HPV clips. Since the FAA issued AD 2025-04-05, an improved EBAS HPV with unaffected HPV clips was certified, and it was determined that the bleed monitoring computer (BMC) software (SW) must be updated. This proposed AD would continue to require the actions in AD 2025-04-05, except for repetitive replacement of affected HPV clips. This proposed AD would also require updating the BMC SW, additional work, and an additional revision of the existing MEL for the engine bleed overpressure valve; as applicable. This proposed AD would also prohibit the installation of certain BMC SW. The FAA is proposing this AD to address the unsafe condition on these products.

This airplane, as modified by Honeywell International Inc (Honeywell), will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport-category airplanes. This design feature is the installation of a digital systems architecture that will allow increased connectivity to and access from external network sources to the airplane's previously isolated electronic assets. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. The FAA is superseding Airworthiness Directive (AD) 2020-24- 08, which applied to certain Rolls-Royce Deutschland Ltd & Co KG (RRD) Model RB211 Trent 768-60, 772-60, 772B-60, and 772C-60 engines. The FAA proposes to supersede Airworthiness Directive (AD) 2023-25-14, which applies to certain Airbus Helicopters Model EC130T2 helicopters. AD 2023-25-14 revises the procedures for inspecting the vibration level on the tail rotor drive shaft and, depending on these results, requires replacing certain parts. Since the FAA issued AD 2023-25-14, the manufacturer developed a modification of the rear drive shaft, sliding flange and equipped splined sleeve. This proposed AD would require installing this modification and repetitively inspecting the vibration level of the tail rotor drive shaft. This proposed AD would also prohibit the installation of certain parts and prohibit the performance of a balance correction unless certain requirements are met. The FAA is proposing this AD to address the unsafe condition on these products.
