In accordance with the Great Lakes Pilotage Act of 1960, the Coast Guard is proposing pilotage rates for the 2027 shipping season. We are conducting a full ratemaking for 2027. We are requesting comments on the Great Lakes pilotage ratemaking methodology, including one proposed update to that methodology. We also propose the pilotage rate for the Straits of Mackinac, newly designated for pilotage requirements by the National Defense Authorization Act for Fiscal Year 2026. This regulation establishes requirements for industry and vessel operators in the Mobile COTP zone, to ensure the safety of the safety of the ports and waters within the zone prior to, during and immediately following these events.

The Department of Homeland Security proposes to limit and clarify eligibility for discretionary employment authorization for aliens paroled into the United States temporarily for urgent humanitarian reasons or significant public benefit, who have been granted deferred action, or against whom a final order of removal exists and who are temporarily released from custody on an order of supervision. DHS further proposes to specify that aliens applying for employment authorization who admit to committing, have been arrested for, or have been convicted of certain criminal acts do not warrant a favorable exercise of discretion unless there are significant countervailing public interests, which may include assisting law enforcement activity in the United States.

The Office of Management and Budget (OMB) proposes to revise the Guidance for Federal Financial Assistance to improve government- wide policies and requirements related to the management of grants, cooperative agreements, and other forms of assistance. OMB is proposing revisions that would improve transparency, accountability, and oversight for Federal awards across the Federal Government. This includes ensuring that American tax dollars are not wasted or misused, activities performed under Federal awards are consistent with law and policy, and recipients are held accountable when they fail to meet relevant standards. The revisions also aim to ensure that basic American principles of equality and equal opportunity are upheld throughout all stages of the award making process and that unlawful discrimination is no longer permitted. Proposed changes also include providing further clarification on the regulatory status of the OMB requirements and on the process for future updates to the government- wide requirements. Finally, OMB also proposes changes to reduce recipient burden. The listed Federal grant-making agencies propose conforming changes to their respective adopting regulations, or, in the case of some agencies and other entities, establishing new adopting regulations or policies. The proposed changes reflect the administration's commitment to transparency, accountability, and proper oversight for the Federal grantmaking process. The proposed regulations seek to ensure that American tax dollars are ultimately used to serve the needs of the American public.

The Coast Guard must approve marine foam fire-extinguishing systems. Currently, eight guidance documents set out the existing type approval criteria. The Coast Guard proposes to update and codify the type approval criteria to reflect current industry practices. Criteria updates would reflect advancements in technology, reduce certain testing and design requirements, and reduce the administrative burden on industry and the government. This deregulatory measure would result in cost savings for industry and the government.

DHS is proposing to update the fee required by section 100016 of the Budget Reconciliation Act (known as the HR-1). This fee applies to certain aliens ordered removed in absentia who fail to depart the United States and are subsequently arrested by ICE. DHS is proposing to increase the fee from $5,130 to $18,000. This rule also makes clear that DHS will adjust this fee for inflation each year.

The Coast Guard is establishing a temporary regulated navigation area (RNA) on the Raritan River near the Raritan River Railroad Swing Bridge (mile 0.5) in Perth Amboy, NJ, due to bridge replacement construction. The RNA imposes a "Slow-No Wake" speed restriction, prohibits vessel transit in the south span channel, and other restrictions. Full enforcement periods of the regulated area, prohibiting all vessel entry, will be implemented only during hazardous construction operations involving multiple tugs and large barges maneuvering in and obstructing the navigable channel. This rule is necessary to protect personnel, vessels, and the marine environment from construction-related hazards.

On January 19, 2024, the Coast Guard published a proposed rule to establish shipping safety fairways ("fairways") and related vessel routing measures along the Atlantic coast, from Long Island, New York to Port St. Lucie, Florida to preserve safe and reliable transit of vessels along well-established traffic patterns and routes and to further improve navigation safety. The Coast Guard is reopening the comment period for the proposed rulemaking for an additional 45 days to allow the public to submit additional comments on the proposed rule while the draft Programmatic Environmental Impact Statement is also available for public comment.

The U.S. Department of Homeland Security (DHS) proposes to modify regulations governing applications for asylum and withholding of removal (asylum applications) and employment authorization based on a pending asylum application. The proposed rule would change filing and eligibility requirements for aliens requesting employment authorization and an employment authorization document (EAD) based on a pending asylum application. The changes include pausing acceptance of EAD applications from asylum applicants during periods when affirmative asylum average processing time exceeds 180 days, extending the waiting period to apply for employment authorization to 365 days, changing EAD application processing time requirements, and adding eligibility requirements.

U.S. Customs and Border Protection (CBP) proposes to amend its regulations to require the advance submission of electronic export manifest (EEM) information to CBP for cargo transported by vessel departing the United States. The proposed rule identifies the parties that would be eligible to transmit vessel EEM information and their responsibilities, and the time frames for transmission of the information prior to cargo loading or conveyance departure. Requiring advance transmission of EEM data would significantly improve cargo safety and security while minimizing disruption to the flow of commerce for exports in the sea environment.

This interim final rule (IFR) amends U.S. Department of Homeland Security (DHS) regulations to remove the requirement that R-1 religious workers who have reached the maximum period of stay must reside abroad and be physically present outside the United States for one year before being eligible for readmission in R-1 status after departing from the United States upon reaching the maximum admission period. The purpose of this change is to promote stability and minimize disruptions to the vital services that R-1 religious workers provide to U.S. churches, mosques, synagogues, and other bona fide nonprofit religious organizations.
