Qualification and Certification of Locomotive Engineers and Conductors; English Language Proficiency and Other Requirements

FRA proposes to amend its regulations governing the qualification and certification of locomotive engineers and conductors to establish English language proficiency as a requirement for a railroad carrier to certify and recertify locomotive engineers and conductors. FRA also proposes that each railroad carrier conducting a triennial examination of skill performance, and an annual operational monitoring observation for locomotive engineers, which are current requirements, conduct those examinations and observations without engaging energy management systems that limit the need for a locomotive engineer to operate the throttle or braking systems. Further, FRA proposes to codify limitations on operations at the southern border, including a 10 route-mile geographic limitation, to ensure domestic training, testing, and certification requirements for Mexican crew members are adequate. In addition, FRA proposes changes to clarify that a locomotive engineer or conductor's territorial qualification is limited to the specific direction of travel traversed during the qualification process.

This action proposes to amend Jet Route J-24 and Very High Frequency Omnidirectional Range Federal (VOR) Airways V-244 and V-508 and revoke VOR Federal Airway V-255 in the vicinity of Hays, Kansas. The FAA is proposing this action due to the planned decommissioning of the VOR portion of the Hays, KS, VOR/Tactical Air Navigation (VORTAC) navigational aid (NAVAID). The VOR portion of this NAVAID is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program. The TACAN portion of this NAVAID will be retained.

Airworthiness Directives; CFM International, S.A. Engines

The FAA proposes to supersede Airworthiness Directive (AD) 2018-26-01, which applies to all CFM International, S.A. (CFM) Model CFM56-7B engines. AD 2018-26-01 requires initial and repetitive ultrasonic inspections or eddy current inspections of certain fan blades for crack indications and, depending on the results of the inspections, replacement with parts eligible for installation. Since the FAA issued AD 2018-26-01, CFM issued updated service material providing improvements to the ultrasonic inspection procedures and expanding the inspection area. This proposed AD would require initial and repetitive ultrasonic inspections or eddy current inspections of certain fan blades for crack indications and, depending on the results of the inspections, replacement with parts eligible for installation. The FAA is proposing this AD to address the unsafe condition on these products.

Temporary Exemption From Motor Vehicle Safety and Bumper Standards

This interim final rule amends NHTSA's general exemption regulations to remove language limiting the application of temporary exemptions from the Federal Motor Vehicle Safety Standards (FMVSS) and the bumper standard to motor vehicles manufactured on and after the effective date of an exemption, and to align the regulations with the Administrator's statutory discretion to determine the vehicle population covered by a temporary exemption. It also removes the requirement that applications for exemption be submitted in three copies and specifies an electronic means for submission. Though these amendments are effective immediately, to benefit from comments interested parties and the public may have, NHTSA requests that any comments be submitted to the docket for this rule. Following the close of the comment period, NHTSA will publish a final rule responding to any comments received and making any appropriate changes to the interim final rule.

Waiver of Specified Statutory Requirements for Commercial Space Launch and Reentry Actions

FAA proposes to amend its commercial space licensing regulations to streamline the licensing process and reduce regulatory burden for applicants. Specifically, FAA proposes to invoke the Secretary of Transportation's statutory authority to waive requirements of laws of the U.S. for a license or permit, after consultation with the head of the appropriate executive agency, when the requirement is not necessary to protect the public health and safety, safety of property, and national security and foreign policy interests of the United States. FAA proposes waiving requirements under 13 laws for commercial space licenses and permits to operate a launch site, licenses to operate a reentry site, experimental permits, and licenses to operate a launch or reentry vehicle.

Airworthiness Directives; Airbus Helicopters Deutschland GmbH (AHD) Helicopters

The FAA proposes to supersede Airworthiness Directive (AD) 2024-04-10, which applies to all Airbus Helicopters Deutschland GmbH (AHD) Model EC135P1, EC135P2, EC135P2+, EC135P3, EC135T1, EC135T2, EC135T2+, EC135T3, and EC635T2+ helicopters. AD 2024-04-10 requires repetitively inspecting certain part-numbered tail rotor (T/R) blades for a crack and, depending on the results, removing any cracked T/R blade from service. AD 2024-04-10 also prohibits installing certain T/R blades on any helicopter unless certain requirements are met. Since AD 2024-04-10 was issued, it was determined that inspection Method A should be discontinued and that additional limitations shall be provided. This proposed AD would retain the actions of AD 2024-04-10 and would require repetitively inspecting a certain tail rotor blade (TRB) assembly for cracks and, depending on the results, removing any cracked TRB assembly from service and replacing an affected part as terminating action for the repetitive inspections. This proposed AD would also prohibit installing an affected TRB assembly on any helicopter unless certain requirements are met. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA proposes to supersede Airworthiness Directive (AD) 2022-01-01, which applies to all Airbus Helicopters Model AS350B, AS350BA, AS350B1, AS350B2, AS350B3, AS350D, AS355E, AS355F, AS355F1, AS355F2, AS355N, AS355NP, AS 365 N2, AS 365 N3, EC130B4, EC130T2, SA 365 C1, SA 365 C2, SA 365 N, and SA 365 N1 helicopters. AD 2022-01-01 requires the application of alignment markings on, and repetitive inspections of, the main rotor (MR) pitch rod upper links and, depending on findings, the accomplishment of applicable corrective actions. Since the FAA issued AD 2022-01-01, the manufacturer designed a new pitch rod lever axis attachment screw and issued applicable modification material as an alternative option. This proposed AD would retain all the actions of AD 2022-01-01 and would allow the modification as a terminating action to the repetitive inspections and corrective actions. This proposed AD would also prohibit installing a certain affected pitch rod lever axis attachment screws unless certain requirements are met. The FAA is proposing this AD to address the unsafe condition on these products.

In response to a request from Varnum LLP (Varnum), NHTSA is announcing a 30-day extension of the public comment period for the notice of proposed rulemaking (NPRM) published on June 26, 2026 proposing to amend Federal Motor Vehicle Safety Standard (FMVSS) No. 135, "Light vehicle brake systems." The proposed modifications would distinguish how regulations apply to vehicles with and without manually operated driving controls. The comment period for the NPRM was originally scheduled to end on July 27, 2026. It will now end on August 26, 2026.

The FAA is adopting a new airworthiness directive (AD) for all Stemme GmbH (Stemme) TSA-M Model S6-RT and Stemme S 12 gliders. Airworthiness Directives; Rolls-Royce Deutschland Ltd & Co KG Engines

The FAA proposes to supersede Airworthiness Directive (AD) 2023-12-16, which applies to certain Rolls-Royce Deutschland Ltd & Co KG (RRD) Model Trent 1000 engines. AD 2023-12-16 requires an inspection of the high-pressure turbine (HPT) triple seal for excessive wear and, depending on the results of the inspection, replacement of the HPT triple seal and the intermediate-pressure turbine (IPT) disk. Since the FAA issued AD 2023-12-16, the manufacturer has developed a modification that removes the need for the inspection of the HPT triple seal. This proposed AD would continue to require an inspection of the HPT triple seal for excessive wear and, depending on the results of the inspection, replacement of the HPT triple seal and IPT disk. This proposed AD would remove certain engine serial numbers from the applicability of the existing AD. The FAA is proposing this AD to address the unsafe condition on these products.

Airworthiness Directives; Bell Textron Canada Limited Helicopters

The FAA proposes to supersede Airworthiness Directive (AD) 2022-20-11, which applies to certain Bell Textron Canada Limited Model 429 helicopters. AD 2022-20-11 requires visually inspecting the external surface of the tail rotor (TR) gearbox support assembly, borescope inspecting or visually inspecting the inside of the tail boom, and performing a tactile inspection. Depending on the results of the inspections, AD 2022-20-11 requires removing certain rivets from service or repairing gaps in accordance with an approved method. Since the FAA issued AD 2022-20-11, the manufacturer determined the repetitive inspection interval needs to be reduced. This proposed AD would require the same actions as AD 2022-20-11 and would reduce the inspection interval. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA is adopting a new airworthiness directive (AD) for all Diamond Aircraft Industries GmbH (DAI) Model DA 42, DA 42 NG, and DA 42 M-NG airplanes. This AD was prompted by occurrences of uncommanded rudder deflection caused by a cracked nose landing gear (NLG) hydraulic actuator rod end, which could lead to failure of the NLG actuator and interference with the rudder control system, forcing the rudder into left-hand deflection. This AD requires revising the existing airplane flight manual (AFM) for your airplane to provide the flight crew with revised operating limitations, repetitively inspecting certain NLG hydraulic actuator rod ends for cracks, deformation, corrosion, damage, and free movement of the spherical bearing, and depending on the results of any inspection, replacing the affected NLG hydraulic actuator rod end with a serviceable part. This AD also prohibits the installation of an affected NLG hydraulic actuator rod end unless certain conditions are met. The FAA is issuing this AD to address the unsafe condition on these products.

Airworthiness Directives; Bell Textron Canada Limited Helicopters

The FAA proposes to supersede Airworthiness Directive (AD) 2022-27-08, which applies to certain Bell Textron Canada Limited (Bell) Model 407 helicopters. AD 2022-27-08 requires inspecting the tailboom attachment structure and reporting the inspection results. Since the FAA issued AD 2022-27-08, two additional broken upper-left tailboom attachment bolts have been reported. This proposed AD would require repetitively inspecting the tail boom attachment structure, performing a torque inspection, and replacing attachment hardware. This proposed AD would also include performing a detailed inspection of the tail boom assembly and associated aft fuselage structure, which would be a terminating action to the repetitive inspection requirements. This proposed AD would also prohibit installing certain longeron assemblies. This proposed AD would also require revising the existing airworthiness limitations section (ALS) of the helicopter maintenance manual to include a new life limit for the tail boom attachment bolts. The FAA is proposing this AD to address the unsafe condition on these products.

Airworthiness Directives; Leonardo S.p.a Helicopters

The FAA proposes to supersede Airworthiness Directive (AD) 2021-12-10, which applies to certain Leonardo S.p.a. Model AB139 and AW139 helicopters. AD 2021-12-10 requires installing a placard on the primary stretcher unit. Since the FAA issued AD 2021-12-10, Aerolite (the manufacturer of the stretcher unit), developed a modification of the primary stretcher unit to improve its structural properties. This proposed AD would require the installation of a certain placard depending on the configuration of the primary stretcher unit. The proposed AD would also require revising the existing rotorcraft flight manual (RFM) for the helicopter. This proposed AD would also revise the applicability to only include Leonardo S.p.a. Model AB139 and AW139 helicopters, modified by FAA Supplemental Type Certificate (STC) SR04384NY. The FAA is proposing this AD to address the unsafe condition on these products.

Airworthiness Directives; The Boeing Company Airplanes

The FAA is superseding Airworthiness Directive (AD) 2026-13- 05, which applied to all The Boeing Company Model 737-8, 737-9, and 737-8200 airplanes. AD 2026-13-05 required revising the existing airplane flight manual (AFM) to provide the flightcrew with operating procedures (non-normal checklists) if a certain circuit breaker in the standby power control unit (SPCU) trips or certain environmental control system (ECS) circuit breakers downstream of the SPCU trip. Since the FAA issued AD 2026-13-05, a formatting error that omitted part of a certain appendix from AD 2026-13-05 was discovered. This AD retains the certain requirements of AD 2026-13-05 and requires revising the existing AFM to include the corrected appendix. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA is superseding Airworthiness Directive (AD) 2025-21- 03, which applied to certain CFM International, S.A. (CFM) Model LEAP- 1A23, LEAP-1A24, LEAP-1A24E1, LEAP-1A26, LEAP-1A26CJ, LEAP-1A26E1, LEAP-1A29, LEAP-1A29CJ, LEAP-1A30, LEAP-1A32, LEAP-1A33, LEAP-1A33B2, and LEAP-1A35A engines. AD 2025-21-03 required initial and repetitive borescope inspections (BSIs) of the high-pressure turbine (HPT) rotor stage 1 blades. Depending on the results of the BSIs, AD 2025-21-03 required either additional BSIs at reduced intervals or replacement of the HPT rotor stage 1 blades. Since the FAA issued AD 2025-21-03, the manufacturer published updated service material and determined that engines operating in the South Asia region are susceptible to accelerated HPT rotor stage 1 blade deterioration and airfoil distress. This AD requires initial and repetitive BSIs of the HPT rotor stage 1 blades and, depending on the results of the inspections, additional BSIs at reduced intervals or replacement of the HPT rotor stage 1 blades. The FAA is issuing this AD to address the unsafe condition on these products.

This proposed AD would require updating the ALS of the existing EMM or ICA and the existing approved maintenance or inspection program, as applicable, by incorporating the actions and associated thresholds and intervals, including life limits. The FAA is proposing this AD to address the unsafe condition on these products.

This AD requires, for certain engines, a one-time set of on-wing visual and dimensional inspections of the main fuel hose assembly of the fuel manifold to confirm softness, compliance, and lack of resistance, and for shrinkage, cracks, chafing, dents, kinks, necking, and degradation of the hose braid wire and, if necessary, replacement of the main fuel hose assembly of the fuel manifold. This AD also requires, for certain other engines, on-wing and in-shop repetitive visual and dimensional inspections of the main fuel hose assembly of the fuel manifold to confirm softness, compliance, and lack of resistance, and for shrinkage, cracks, chafing, dents, kinks, necking, and degradation of the hose braid wire and, if necessary, replacement of the main fuel hose assembly of the fuel manifold. This AD also expands the applicability to include certain RRD Model Trent XWB-75, Trent XWB-79, Trent XWB-79B, and Trent XWB-84 engines. This AD also provides criteria for installation of an affected part and optional terminating action for the repetitive visual and dimensional inspections. Enabling Supersonic Overland Flight

This proposal would advance the United States' leadership in next-generation aviation by replacing the longstanding prohibition on civil supersonic flight over land with a modern, performance-based regulatory framework. Consistent with national policy set forth by the Executive Order of June 6, 2025, Leading the World in Supersonic Flight, this action would enable the safe, efficient, and commercially viable operation of civil supersonic aircraft in the United States. Current regulations prohibit flight operations of civil aircraft at a true flight Mach number greater than 1 in the U.S., except under the conditions and limitations of an operation-specific authorization from the Administrator, to protect the public from sonic boom. FAA has determined the general ban on civil supersonic flight is outdated and no longer appropriate due to advancements in technology, flight techniques that prevent sonic booms from reaching the surface, and increased interest in civil supersonic flight. FAA proposes to repeal this outdated and unnecessary prohibition and establish a corresponding interim noise-based certification standard to allow supersonic flights without an operation-specific special authorization clearing the way for next-generation supersonic flight. This rule removes regulatory barriers, provides clear pathways for testing and early commercial operations, and positions the United States to serve as the leader in setting global standards for supersonic flight. These actions will ensure that the United States leads the world in the safe, lawful, and rapid development and deployment of next-generation supersonic aviation.

Enhancing Flexibility of Air Fare Price Advertising

The U.S. Department of Transportation (Department or DOT) is proposing to amend its rule on air fare advertising to allow the total fare, including taxes and fees, to be displayed with the same prominence as any individual components. The current rule states that individual components of air fare, like taxes and fees, may not be displayed prominently. The Department is also proposing to eliminate a prescriptive advertising regulation stating that components of a fare may not be presented in the same or larger size as the total price. These proposed changes would ensure greater flexibility in how air fare is displayed while ensuring information is presented clearly to consumers, and in conformity with the intent of Congress as articulated in a provision of the Internal Revenue Code establishing standards for the display of taxes in advertisements for air transportation. In addition, the Department is proposing to rescind nine air fare price advertising guidance documents. They have become outdated and unnecessary because entities are bound by statute and regulatory text; furthermore, in certain cases, these documents improperly functioned as de facto regulations without adhering to the notice-and-comment procedures required by the Administrative Procedure Act.

Mechanic Certification: Inspection Rating and Recent Experience Requirements

FAA proposes to amend the regulations for certificated mechanics by replacing the inspection authorization with an inspection rating on a mechanic's certificate, similar to the existing airframe and powerplant ratings. The inspection rating would carry the same privileges and limitations as the inspection authorization but would not require renewal or have an expiration date, consistent with the other mechanic ratings. As a result, FAA proposes to require certificated mechanics with inspection ratings to complete rolling recent experience activities, maintained independently, to exercise the privileges of their rating, rather than the current requirements of presenting evidence of renewal activities each March of every odd- numbered year. These proposed changes are intended to align mechanic privileges, which would streamline and simplify the process for maintaining inspection privileges, increase FAA efficiency by reducing on-demand work tasks, and save critical hours for safety-focused missions. These proposed changes would be deregulatory since they would reduce the paperwork and resource burdens linked to complying with the existing regulations for both industry and FAA.

Transport Airplane and Propulsion Certification Modernization

FAA proposes to amend various airworthiness regulations to modernize certain certification standards for transport category airplanes and propulsion systems. This rule would be both deregulatory and relieving by reducing the number of exemptions, special conditions, and equivalent level of safety findings required during the certification process. FAA expects that this proposal would reduce certification costs and time to certify new and changed products for both industry and FAA while maintaining or increasing the level of safety provided by the current regulations. Pipeline Safety: Breakout Tank Inspection Rule

Breakout tanks are used to "relieve surges in a hazardous liquid pipeline system" or to "receive and store hazardous liquid transported by a pipeline for reinjection and continued transportation by pipeline." American Petroleum Institute Standard 653 (API Std 653) sets industry standards for the inspection, repair, alteration, and reconstruction of aboveground storage tanks. PHMSA currently incorporates the 3rd edition of API Std 653 (issued December 2001) by reference into its regulations for breakout tanks. In this rulemaking, PHMSA is proposing to update its regulations for breakout tanks to incorporate the 5th edition of API Std 653 (issued November 2014) by reference. As a key part of this, PHMSA is proposing to authorize the use of risk-based inspection (RBI) procedures for establishing the inspection intervals of in-service breakout tanks.

Federal Motor Vehicle Safety Standards; Modernization of FMVSS No. 135 To Accommodate ADS-Equipped Vehicles

NHTSA is proposing to amend Federal Motor Vehicle Safety Standard (FMVSS) No. 135, "Light vehicle brake systems." The proposed modifications would distinguish how regulations apply to vehicles with and without manually operated driving controls. The proposed modifications would clarify definitions, telltale requirements, performance requirements, and test procedures in the standard and remove sections that are no longer relevant. The stopping distance performance requirements, which address the primary safety purpose of the standard, would still apply to all subject vehicles. This rulemaking would remove unnecessary regulatory burdens and costs without detriment to vehicle safety.

Response to Petition for Reconsideration, Federal Motor Vehicle Safety Standards; Seat Belt Assembly Anchorages

NHTSA published a final rule on September 17, 2024 that amended the regulation on seat belt assembly anchorages. The final rule updated the test procedure for existing test devices and added an alternative test device as a compliance option. In response to the 2024 final rule, the agency received a petition for reconsideration from the Truck and Engine Manufacturers Association. After considering the petition, NHTSA is proposing to delay the compliance date from September 1, 2027 to September 1, 2030 for vehicles with a Gross Vehicle Weight Rating (GVWR) of greater than 4,536 kg.

The FAA is superseding Airworthiness Directive (AD) 2020-05- 01, which applied to all Rolls-Royce Deutschland Ltd & Co KG (RRD) Model Trent 1000-AE3, Trent 1000-CE3, Trent 1000-D3, Trent 1000-G3, Trent 1000-H3, Trent 1000-J3, Trent 1000-K3, Trent 1000-L3, Trent 1000-M3, Trent 1000-N3, Trent 1000-P3, Trent 1000- Q3, and Trent 1000-R3 engines. AD 2020-05-01 required initial and repetitive borescope inspections (BSI) of the high-pressure turbine (HPT) blades. AD 2020-05-01 also required replacement of HPT blades with parts eligible for installation when the HPT blades fail inspection or reach the new life limit. Since the FAA issued AD 2020- 05-01, RRD published updated service material introducing improved HPT blades and a combustion rear inner casing bypass case assembly, adding an acceptable method for installation of HPT blades, expanding the inspection area for BSIs of the HPT blade, adding limits for axial cracks of the HPT blades, reducing certain BSI thresholds, and removing a certain HPT blade life-limit. This AD requires performing initial and repetitive BSIs of the HPT blades for axial cracks and, depending on the results of the BSIs, this AD requires either performing additional BSIs or replacing the HPT blades. This AD also adds an optional terminating action for the repetitive BSIs of the HPT blades. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA proposes to supersede Airworthiness Directive (AD) 2025-04-05, which applies to all Airbus SAS Model A330-841 and -941 airplanes. AD 2025-04-05 requires a revision of the existing airplane flight manual (AFM) and removal of the previously required limitations; a revision of the existing minimum equipment list (MEL); one-time or repetitive seal integrity tests of each engine bleed air system (EBAS) high pressure valve (HPV); additional maintenance instructions and corrective actions; and repetitive replacement of affected HPV clips; as applicable. AD 2025-04-05 also limits the installation of affected HPV clips. Since the FAA issued AD 2025-04-05, an improved EBAS HPV with unaffected HPV clips was certified, and it was determined that the bleed monitoring computer (BMC) software (SW) must be updated. This proposed AD would continue to require the actions in AD 2025-04-05, except for repetitive replacement of affected HPV clips. This proposed AD would also require updating the BMC SW, additional work, and an additional revision of the existing MEL for the engine bleed overpressure valve; as applicable. This proposed AD would also prohibit the installation of certain BMC SW. The FAA is proposing this AD to address the unsafe condition on these products.

Regulation for Federal Financial Assistance

The Office of Management and Budget (OMB) proposes to revise the Guidance for Federal Financial Assistance to improve government- wide policies and requirements related to the management of grants, cooperative agreements, and other forms of assistance. OMB is proposing revisions that would improve transparency, accountability, and oversight for Federal awards across the Federal Government. This includes ensuring that American tax dollars are not wasted or misused, activities performed under Federal awards are consistent with law and policy, and recipients are held accountable when they fail to meet relevant standards. Finally, OMB also proposes changes to reduce recipient burden. The listed Federal grant-making agencies propose conforming changes to their respective adopting regulations, or, in the case of some agencies and other entities, establishing new adopting regulations or policies.
