Trumps Executive Order addressing government-owned versus commercial off-the-shelf solutions for the Department of Defense, advocacy focused on concerns that continued reliance on a bespoke command-and-control system may limit competition, duplicate existing commercial capabilities, and increase costs. Promoting full and open competition that prioritizes commercially available solutions and ensures transparency and accountability through congressional oversight of acquisition strategy, market research, and potential transition to cost-effective commercial alternatives.
