Lobbying issues and bill citations

ENG - The BCSE also provides administrative service to the Federal Performance Contracting Coalition (FPCC), a coalition of federal energy services contract holders. The FPCC's lobbying activities and expenditures are included in the BCSE's quarterly LD-2 filings. Cascade Associates is a lobbyist for the FPCC. The FPCC is working with Members of Congress and Executive Offices of the President (EOP) in developing complementary policy for Energy Savings Performance Contracting (ESPC), including advocating for Fiscal Year 2027 (FY27) funding for the Department of Energys (DOE) Federal Energy Management Program (FEMP) and the Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) grant program. FPCC is also advocating for the establishment of a new performance contracting leverage program at the Office of the Secretary of Defense within the Department of Defense (DOD) and pursuing the inclusion of report language in the FY27 Financial Services and General Government (FSGG) appropriations bill encouraging the Office of Management and Budget (OMB) to continue supporting energy performance contracts and the implementation of actions related to performance contracting. FPCC has contacted congressional offices and committee staff in the U.S. House of Representatives and U.S. Senate, including Energy and Natural Resources, Energy and Commerce, Armed Services, and Appropriations committees. ENG-related legislative efforts including, but not limited to: - Energy Act of 2020, implementation of provisions related to performance contracting requirements for federal agencies. - Inclusion of report language in the Fiscal Year 2027 Financial Services and General Government (FSGG) Appropriations Act (H.R. 8495) encouraging OMB to continue supporting energy performance contracts.
